Kelly previously spent three years with the Philadelphia Eagles as their head coach and one season in the same position for the San Francisco 49ers, according to WBNS.
The Raiders seem to be revamping their coaching staff after a 4-13 season. They have also hired former Seattle Seahawks head coach Pete Carroll and former Washington Commanders assistant special teams coach John Glenn as linebackers coach, WBNS says.
