Grand jury decides Dollar General store manager acted lawfully in fatally shooting armed robber

DAYTON — A Montgomery County grand jury on Thursday voted not to formally charge a Dollar General store manager who shot and killed an armed robber.

The grand jury found that the manager acted lawfully under the circumstances that led to the death of Roosevelt Rappley, 23, on Oct. 9, 2019, Montgomery County Prosecutor Mat Heck Jr.'s office said.

According to testimony and evidence presented to the jurors, Rappley entered the Dollar General, 2228 N. Gettysburg Ave., then brandished a handgun and demanded money from the cashier.

When the store manager tried to intervene, Rappley pointed his firearm at the manager, who then pulled out his own firearm and shot the assailant multiple times.

The assailant exited the store before collapsing outside. The manager followed the assailant outside and kicked away the deceased man’s firearm before returning inside and calling 9-1-1.
